I pulled out the logic board, inspected it under the stereoscopic microscope and found no faults, additionally, I powered it on with my USB-C power analyzer with success, put the board back in and it would only charge at 5v, so I started unplugging things using the process of elimination. After unplugging the SAS I noticed it charging at 20v, and powering on and working! So I ordered a new SAS, had to swap the chips with the hot air rework station due to the original being tied to the logic board by code. Nothing like some microsolding to start the day :) Success!
